प्रशासनको मनोमानी

प्रशासनको मनोमानी
केही दिनयता छापामा काठमाडौं विश्वविद्यालय प्रशासन र कर्मचारीबारे भूतपूर्व प्राध्यापकहरूका विचार प्रवाह भइरहेका छन् । विश्वविद्यालयका तर्फबाट ज्योति प्रधानका नाममा प्रतिवक्तव्य पनि सार्वजनिक भयो । सत्यतथ्य स्पष्ट पार्न चाहन्छौं- प्राध्यापकहरू मन, वचन र कर्मले जिम्मेवारी वहन गर्दै आएका छन् । तर प्रशासनले विश्वविद्यालयलाई निजीजस्तो ठानी प्राध्यापकहरूउपर अन्याय गर्ने गरेका छन् । सात वर्ष अनवरत सेवा पस्किएका लोकपि्रय शिक्षक सुवास ढुंगेल, प्रभावती राजभण्डारी, चन्द्रकला शर्मा, सुलोचना श्रेष्ठकै उदाहरण काफी छन् । उनीहरू लगायत धेरै प्राध्यापकहरूलाई लामो समय सेवा गरेर पनि करारमै राख्ने, मननपरेकै भरमा विधि मिचेर निष्काशन, पदोन्नतिमा विभेद र अन्य सुविधा एवं अवसरबाट वञ्चित गरिएका घटना कैयौं छन् । शिक्षक तथा सेवासर्त लगायत नियमावलीहरू यस्ता अस्पष्ट छन् कि शाहीसत्ताका बेला मतियारहरूले जसरी मनखुसी कानुन व्याख्या गर्ने गर्थे, त्यस्तै छुट नियमावलीबाट हाम्रा कार्यकारी परिषद्लाई पनि मिलेको हो कि जस्तो व्यवहार झल्किन्छ । एक हिसाबले प्रशासनमा समर्थक कर्मचारीहरूको चकचकी नै देखिन्छ ।

गुनासोलाई सकारात्मक रूपमा लिई प्रशासन सुधारतर्फ लाग्नुको सट्टा उल्टै प्राध्यापकहरूलाई प्रत्यक्ष/परोक्ष धम्क्याइन्छ । उपकुलपति, रजिष्टार, डिन लगायत जिम्मेवार पदाधिकारी नै यस्ता कार्यमा संलग्न छन् भन्नुपर्दा हामी स्वयम्लाई अप्ठेरो महसुस हुन्छ । विडम्बनै भन्नुपर्छ, प्राध्यापकहरूबाट सामूहिक हस्ताक्षरमार्फत प्रशासन सुधारका सकारात्मक उपाय सुझाउँदा शिक्षाविद्का रूपमा चर्चित हाम्रा उपकुलपति स्वयम् निमुखा प्राध्यापकहरूप्रति लक्ष्यित गर्दै 'तपाईंहरू हस्ताक्षरलाई महत्त्व दिनुहुन्छ कि आचरणलाई' भनी प्रश्न गर्नुहुन्छ । मुलुकमा लोकतान्त्रिक बिहानी झुल्किँदा पनि 'जागिर र प्रजातन्त्र' सँगसँगै थेग्न कस्तो गाह्रो ?

I agree with the opinion posted by KU teachers adhoc committee. There is too much dictatorship and nepotism. It is true that he played vital role in establishing KU. but he is not allwed to do what he likes. It is not his private institute but a public. The growth of KU is not due to only his role but of the hard working and honest teacher. There are about 1:2 ratio of administrative staff to teacher, may be even more. Most of the staffs are VC and registrars' relative. The rule for their relative and other are different. As for example registrar putra got paid study leave many times while others who are senior than him got no chance, they had to quit their job if they as for leave. There are many examples. Every one can see their lavish style, many houses. where the money comes from, the only source are students and tax payer. During Panchayat era Suresh raj was devotee of King that is why he got professorship in TU from kings "Nigaha". During multipart system he was very democratic and lobyed to Girija through Radheshyam Adikari who is Sitaram's brother. During Gyanendra's period he was king's man now he is again democrat.
He is neither good academacian nor good administrator but a good dectator. He ruined many young peoples career by taking their valuable and fertile period of time. When KU was in its early age he used to give very sweet lectures to convince teacher that it is their institute. When KU is now established he no need those senior teacher who sacrified their period when future of Ku was not known.
