Complete Management Change in KU
This is in response to an Asst. Professor of KU on his request to know our viewpoint on management change in KU. We all accept that we need to overhaul existing structure of KU. As a matter of fact, the family dominated structure of KU can never be construed as a healthy organizational structure. Wherever you look, you will find informers, bootlickers and blood relatives of Sharma and Adhikary in KU. The direct fall out of this nepotistic structure has been worsening educational quality in KU. And to arrest this declining trend we need to effect complete management change.
So, in our perspectives, the basis for management change must always be improving academic standard of KU. To make teaching and learning process more effective, teachers and other staffs need to be made more independent. If KU evolves into an equal opportunity organization for every member to perform, then the students, too, would do very well. The self-financing students of KU are really troubled today. Their position is so vulnerable that they are forced to attend secret meetings with Vice-chancellor and nod their heads in agreements with whatever he say. They know very well that this nepotistic fellow has brought in Mafia culture in KU, yet they are not in position to speak anything up.
Thus, complete management change in KU is related with empowerment of two main stakeholders in KU. The students and their rightful organization and the staffs, both teaching and non-teaching and their organizations, must be fully empowered. And to empower the students, following measures must be introduced;
(1) Constitution of Tuition fee approval body with students’ representative sent in by SWC or other rightful students’ body.
(2) Release of money paid by the students under project/lab heading for setting up project/research central fund. KU has been collecting money from the students under that heading since 1994 and by now there must be substantial amount collected under this heading.
(3) Transparent awarding of Scholarships to needy students. Relatives of higher authorities should be automatically excluded from such beneficiary lists.
Only after giving the students their right to decide appropriate environment, management change in KU will be meaningful. And these are the rights, every student of KU deserves.
On the other hand, as regards teachers and other staffs and their rightful organization KUPA and KUSA, following measures need to be implemented;
(1) Selection of Vice-Chancellor and Registrar must be made through committees involving KUPA representative.
(2) Executive council must have KUPA/KUSA representative.
(3) Senate must have at least 5 members from KUPA/KUSA.
(4) KU service commission must have KUPA representative. VC and Registrar should not conduct interviews of KU service commission.
(5) There must be changes in KU administrative structure and blood relatives, brothers, sisters, daughters, sons of higher authorities will be automatically disqualified to be appointed in any administrative position. If they, too, want to enter into KU service, then to do away with influences of nepotism, these administrators must immediately resign.
(6) KUPA must constitute one probe committee to look into following irregularities in KU.
(6.1) Financial irregularity involving secret nexus with contractors.
(6.2) Academic irregularity involving reduction of lower ceiling to facilitate enrollment of undeserving candidates in different programs of KU.
(6.3) Academic irregularity involving procurement of fake certificate from India(Bihar) to facilitate enrollment of brothers/sisters/sons/daughters in different programs of KU.
(6.4) Abuse of authority to influence teachers/faculty members to provide more marks to the relatives of Incharges, HODS, Deans, Registrars and VC.
(6.5) Leakage of information from Exam section through waiters/waitresses carrying food items.
(6.6) Undue intervention by exam section in passing or elevating the grades of the students without approval of examiner.
(6.7) Embezzlement of funds in the account section by the relatives.
(6.8) Financial growth of officers of KU’s procurement department.
(7) Merely pointing fingers at others is useless if KUPA cannot monitor the activities of her members only. So, in order to maintain high moral ground, KUPA need to refrain members of KUPA from involving in following activities;
(7.1) High professional integrity by never teaching in any other institute except KU. People who teach outside KU are no different from loose characters and should not be allowed to take membership in KUPA.
(7.2) High professional integrity by never providing tuition services to any student. Any faculty member claiming to have erected a large building by the income of tuition alone should never be allowed to be a member of KUPA.
Only if these changes are effected, then we can envision complete management change in KU. Mere replacement of faces cannot save KU. We need to bring in new cultures in KU to save her. And to do that the most important thing is firstly to defeat the Mafia culture of Suresh Raj squarely.
