What's the problem with you Mr. Nepal?

After assuming ministership of Education Ministry, we hoped that Mr. Pradip Nepal would take concrete actions in deposing Suresh Raj Sharma. It seems that under instruction of his corrupt leader Mr. Madhav Nepal, our minister has not bothered to look at the state of affairs in KU.

Pradip Nepal in his articles pretend that he is for change. What about punishing the murderers? Let us keep aside the talk of much touted change in KU. Pradip Nepal should have talked of removing VC Suresh Raj. It seems he is also going to join the dinner party of Sitaram to swell Dhukuti of UML for CA election. Just go through headlines, you can sense that this columnist fellow is no different from non-columnist mininisters.

'उपकुलपति छिट्टै'कास
काठमाडौं, चैत २१ - नवनियुक्त शिक्षा तथा खेलकुदमन्त्री प्रदीप नेपालले विश्वविद्यालयमा रिक्त उपकुलपतिलगायतका पदाधिकारी नियुक्तिको प्रक्रिया तत्कालै सुरु गर्ने बताएका छन् ।र्सार्क सम्मेलनबाट प्रधानमन्त्री गिरिजाप्रसाद कोइराला स्वदेश फिर्नासाथ नियुक्त प्रक्रियाबारे काम थाल्ने उल्लेख गर्दै नेपालले शैक्षिक क्षेत्रको अस्तव्यस्तता हटाउन सबै जिम्मेवार हुनुपर्नेमा जोड दिए ।
'नियुक्तिको सिफारिस मैले र कुलपतिका हैसियतले प्रधामन्त्रीले नियुक्ति गर्ने हो,' उनले भने- 'मन्त्रालयको संरचनाले हामी दुवैले मिलेर नगरी सुखै छैन । १२/१५ दिनभित्रै प्रक्रिया पूरा गरिसक्नुपर्छ ।'

त्रिभुवन विश्वविद्यालयलगायतका महत्त्वपूण्ा शैक्षिक संस्थाहरू लामो समयदेखि पदाधिकारीविहीन छन् । परीक्षा, दीक्षान्तलगायतका नियमित कामसमेत हुन नसकी लाखौं विद्यार्थी प्रभावित हु“दासमेत पर्ूववर्ती सरकारले पदाधिकारी नियुक्त गर्न सकेको थिएन । तत्कालीन शिक्षामन्त्री मंगलसिद्धि मानन्धरले प्रधानमन्त्रीका कारण पदाधिकारी नियुक्त हुन नसकेको बताउ“दै आएका थिए । 'प्रधानमन्त्री र मेरो मित्रताको चर्चा र्सार्वजनिक रूपमै हुने गरेको छ,' मन्त्री नेपालले भने- 'अब त्यो काममा पनि देखिनर्ुपर्छ ।'

मन्त्री नेपालले सरकारको मूल प्राथमिकता संविधानसभा भएकाले सबै कामको केन्द्र निर्वाचनको तयारी हुनुपर्ने बताए । 'निर्वाचन गराउने मुख्य जिम्मेवारी निर्वाचन आयोगको हो,' उनले भने- 'निर्वाचनमा खट्नुपर्ने शिक्षकबारे समयमै जानकारी दिन आयोगलाई अनुरोध गरिसकेको छ ।'

यसअघि अन्तरिम संसद्ले निर्वाचनको कामका आयोगले स्थायी शिक्षकहरूलाई खटाउन सक्ने विधेयक पारित गरिसकेको छ । निर्वाचनको काममा खटिन निजामती कर्मचारीको संख्या अपुग हुने भएपछि यस्तो व्यवस्था गरिएको हो । यसरी खटिनुपर्ने शिक्षकको संख्या भने यकिन भएको छैन ।



Education ministry begins probe into question paper leakage row

KATHMANDU, April 5 - Ministry of Education and Sports (MoES) Thursday stated that an investigation has been initiated to gather evidences on the SLC question paper 'leakage' row.
The MoES said that the ministry decided to carry out an investigation after it became clear that SLC question papers had been leaked.

MoES spokesperson Laba Prasad Tripathy said that a final decision regarding the issue would be taken during a meeting of the SLC board today after all evidences were collected.

Earlier today, an emergency meeting was held at the office of the Minister of Education and Sports Praip Nepal and directives were issued to start gathering the evidences.

Meanwhile, Minister Nepal has informed that an investigation was being carried out and that the action would be taken against the culprits.

According to sources, the meeting of the SLC board, which will take place by this evening, might even decide to cancel today's exams.

The emergency meeting of the Office of the Controller of Examination had been called in the wake of a sensational revelation by the Maoist-aligned Youth Communist League (YCL) regarding the SLC question papers, which the league claimed to have been leaked by two teachers prior to the examination.

According to YCL chief Sagar Shrestha, two teachers from Ganesh Secondary School, Bhaktapur, Keshav Shrestha and Prakashman Shrestha had leaked the question paper of Compulsory Nepali yesterday afternoon, the examination for which was slated for this morning.

Talking to ekantipur over the phone, YCL chief Shrestha said, “As we had received information regarding the question paper leakage, we sent some of our YCL members to approach teacher Shrestha on the pretext of students. Teacher Shrestha was caught red-handed selling question papers for today’s examination for Rs 10,000 each.”

The YCL later had handed the teachers to the police.

The hand-written question paper that was being sold by teacher Shrestha is an exact copy of the printed question paper of today’s examination.

YCL chief Shrestha informed, teacher Shrestha admitted that he was involved in the question paper leakage racket last year also. Teacher Shrestha has been found to have leaked the question papers of English subject also, the examination for which was held yesterday.

According to YCL chief Shrestha, teacher Keshav Shrestha also admitted that he was capable of leaking question papers of any subject 24 hours prior to the test and was working in cahoots with some high-profile officials from the OCE.

Question paper leakage issue has been raised in the last years also.

The SLC examination, which is also known as the ‘Irongate’ for this opens the doors for a student to explore his/ her future, began Wednesday.

Altogether 178,952 girls and 189,726 boys are appearing for the exam monitored by 33,225 teachers, officials and security personnel. Of the examinees, 292,287 are regular and 76,391 are exempted students.

1,186 centers have been set up across the country for this year’s examinations.

Of the total examinees, 102, 207 are from the eastern, 119, 216 from central, 77, 472 from western, 38,989 from mid-western and 30,794 from far western regions respectively.

Nepali test in Bhaktapur cancelled; Panel formed to probe 'leakage'
The Education Ministry has cancelled Thursday's test on Nepali subject in Bhaktapur district following the proof of leakage of question paper of ongoing School Leaving Certificate (SLC) exams.

At the end of day-long discussions at the Ministry, Pradeep Nepal, Minister for Education and Sports, told media that all officials of the Office of Controller of Examinations (OCE) have been recalled and brought "under the purview of investigation."

Ministry's joint secretary Arjun Bahadur Bhandari has been deputed to take charge of OCE.

Likewise, three-member panel has been formed to probe the leakage incident. The panel is headed by Kedar Prasad Poudel, joint secretary at the Ministry of Law, Justice and Parliamentary Affairs. Other members of the panel include Superintendent of Police Navaraj Silwal and joint controller of examination at Tribhuwan University Anup Kumar Shrestha. The panel will start its investigation beginning Sunday and will submit its report within 15 days.

Apart from today's test in Bhaktapur district, all other tests will resume as per the schedule. "In Bhaktapur, too, other tests will proceed smoothly," said Nepal. He informed that reports of leakage of question paper of other subjects could not be verified.

On Wednesday night, cadres of Young Communist League (YCL) caught two teachers trying to sell leaked Nepali question paper. They were later arrested by the police. The incident caused a furor leading the Ministry to take the decision to investigate it. nepalnews.com sd Apr 05 07


Nepal vows to appoint VCs soon

The newly appointed Minister for Education and Sports Pradeep Nepal has said he will immediately initiate efforts to appoint key officials including Vice Chancellors in universities.

"I have to recommend names for appointment and the Prime Minister, in his capacity as chancellor, has to appoint them. We have to cooperate," he said, adding that the process could be completed within two weeks.

Nepal said the efforts would be initiated after PM Koirala returns from SAARC Summit.

Due to absence of key officials in the universities, the administration of these institutions has been thoroughly affected since last many months. Even Tribhuwan University has been unable to hold regular convocation ceremonies.

In the past, Dr. Mangal Siddhi Manandhar – Nepal's predecessor – had accused PM of not cooperating in the appointment of VCs.

Various student organisations have been organising protest programmes demanding immediate appointment of key university officials. nepalnews.comsd Apr 05 07
